A lot has been written and said about Modi’s 2.0
reshuffle – from the caste equation to fulfillment of regional aspirations, the imbroglio of the current regime after second wave of Covid and even about ADR report too.
Modi certainly needed a young and vibrant team that could
face economic, social and other challenges arising out of the new era or from
the pandemic effect.
There was hardly any surprise that Modi’s new 2.0 team
included young faces on the lines that the age of the cabinet team was reduced
by three years from 61 to 58 years. At the same time, Modi has been able to
take allies on board.
In particular, Modi was successful in persuading the JDU,
which till now had been supporting the NDA from outside. However, as far as
state of Bihar is concerned the new reshuffle has not brought any special
benefit to the state as there has been no increase in the number of ministers
in the state.
LJP’s Pashupati Paras was brought in
place of Ram Vilas Paswan, while Law and IT Minister Ravishankar Prasad had to
relinquish his post in lieu of JDU’s RCP Singh. Interesting fact is that this
situation was despite the fact that 36 new faces were inducted in the Council
of Ministers.
The situation
in Delhi is no different. Health Minister Dr. Harshvardhan had to leave his
post to accommodate Meenakshi Lekhi in the Council of Ministers. The discredit
of failure to meet challenges posed during the second wave has been imposed on
him. But at the same time it must be remembered that number of causality may be
much higher if Harshvardhan lacks ability, experience and commitment.
The
responsibility has been now given to young Mansukh Modvadia and he has also
been successful in to get approval of his plan from cabinet to counter the possible
third wave.
However, as has been said earlier, this reshuffle is more about the coming
elections. In such a situation, it is not surprising that seven ministers have
been taken from Uttar Pradesh. The joining of Anupriya Patel also makes it
clear that the role of her party will be important in the coming elections.
On the other hand, Orissa has also been assigned several important
departments. The assignment of Ashwini Vaishnav to three important ministries
in one go highlights the importance of Orissa in this matter.
But in this challenging time, Anurag Thakur has also been
entrusted with the Ministry of Information and Broadcasting. This task is no
less challenging given the situation arising out of Covid and outcome of West Bengal
elections. It is difficult to find any quirk in this work as far as former
minister Prakash Javadekar is concerned. But the hallmark of this ministry is
such that everyone's eyes are on every work here and it is difficult for a
minister to stay in this ministry.
However, it is no less challenging to deal with the kind of pressure that
has been created on the people by the new regulations and laws in the last few
days in the Modi government. Although according to the observers, people look
towards the opposition to deal with the situation in such a situation, but at
present people are waiting from the government itself, whether it is a new IT
law or regulation in any new area.
Anyway, in Covid era, it is only adding to the difficulties to 85 percent of
the people of the country to go through the trauma of lockdown because it
reminds memories of license raj and pre-independence era itself. This is one of the imbroglios the Modi 2.0
government will need to get over. By the way, this time there is also a bigger
team of women in the Council of Ministers to help the Modi government.
